Mission:
Azimuth Horizon: Crusade - Chapter 2: Assembly
Location: SB10 Conference Room
Oseno heard the familiar whine of a transporter beam and his natural paranoia as a security officer kicked in at the thought of someone beaming directly into a conference room full of the most senior officers of Lotus Fleet. As the figure materialized Jureth did not recognize the man but whoever he was was naked! Many heads turned, and some laughed but Oseno was the only one who reacted.
He stood up out of his chair, drew his phaser, and started for the entrance. No sooner had he done this man dematerialized again and Jureth stopped in his tracks, but kept his phaser out expecting a return appearance. The transporter beam reappeared but the subject that beamed in was not the same, then moments later the naked man, now in a commander's uniform beamed into the room and moved to find a seat at the table. Oseno returned his phaser to its holster and went back to his seat shaking his head.

You're right, it is related to his incident, but everyone can react to this incident. Therefore, we can have every incident that could potentially involve the entire set of participants start off as a giant Joint Post of everyone (which is a pain and very messy)... or... just have everyone who wants to post a reaction, post separate reactions, and take turns, and then move on to other things.
If a regular participant can't edit a post to post their own part of it, then a GM shouldn't use their ability to do it either. If you as a GM feel that a Joint Post for something is warranted or necessary, then create a brand new post and add the participants you want in just as a non-GM would do.
