The Standoff

Synopsis:
In a disputed sector of space between Romulan and Klingon space, 3 ships are locked in a deadly almost mexican style standoff. All 3 ships are equally matched, and if they were to fight no one would win. They are arguing over a derelict alien ship that no one is sure who it belongs to. Matters are complicated when a Civilian Liner which has struck a disused Klingon Gravitic Mine drifts into the standoff, on course to pass close to the derelict.
The 3 Ships are a Ferengi Salvager, who claims to have got their first captained by a Ferengi Trader of the old sort, with a reputation for getting what he wants by any means.
A Klingon Vorcha Class Attack Cruiser, captained by a very young Klingon Warrior, thirsty for glory who feels cheated to have not been around during the Dominion war.
And Lastly a Romulan Warbird, Captained by a Romulan Nobleman (And who's ship is carrying a contingent of Reman Soldiers)
Arriving at the request of the 3 Captains, a Federation Starship must sort out the following
1) Who does the ship belong to under Galactic Salvage Rights
2) Prevent a dangerous armed conflict that may endanger the Federation ship
3) Discover who and what the Alien ship is (and if it poses any threat)
4) Uncover a hidden plot, as a crew member on one of the 3 ships is not what he/she seems
5) Repair the Stricken Liner and treat any of its crew for Injuries
The Alien Ship
This I'm making a different colour to avoid potential spoilers.
The Ship is actually an ancient Menthar ship left over from their war with the Promellians. No Menthar ships have ever been discovered intact because they contained a single Aceton Bomb to be activated on their destruction. This ship though crippled did not detonate its bomb because the Bomb did not detect any ships in range. With the 3 ships surrounding it the Bomb is beginning to arm itself in anticipation.
The Agent
The "Agent" on board one of the ships (agent can be Tal Shiar, Klingon, Orion or something else) is aware that the ship is Menthar but does not know about the bomb. They will attempt to get the other factions fighting , including the Federation.
