                         The Earth-Romulan War Treaty of Peace (2160)

Preamble

The undersigned, the Secretary-General of the General Assembly of the United Nations of Earth and the Praetor of the Continuing Committee of the Romulan Star Empire, in the interest of ending the recent conflict, with its great toll of bloodshed on both sides, and with the objective of establishing conditions that will encourage peaceful relations between the Human and Romulan peoples, do individually, collectively, and mutually agree to accept and to be bound and governed by the conditions and terms of armistice set forth in the following Articles and Paragraphs, which said conditions and terms are intended to fully conclude the hostilities between the United Nations of Earth and the Romulan Star Empire.

Article I: Military Demarcation and the Neutral Zone

A Neutral Zone shall be established as a buffer zone to prevent the occurrence of incidents which might lead to a resumption of hostilities. This Neutral Zone shall be defined by two boundaries one (1) light-year apart along the galactic longitudinal plane, and seven hundred and fifty parsecs along the lateral galactic plane coreward to rimward and further defined as indicated on the*attached map, along with precise accompanying coordinates. This Neutral Zone shall be plainly marked by the militaries of the opposing sides.

Neither side shall execute any hostile act within, from, against, or across the Neutral Zone. No vessels identifiable with the governments of the opposing sides, whether military or civilian, may cross the demarcation lines which define the Neutral Zone, nor may any unmanned probes, whether military or civilian, be deployed in the Zone.

Any breach of the Neutral Zone may be considered a hostile action and a breach of this Treaty. In such event, an immediate state of war shall be declared to exist, except where such intrusion can be undeniably proven to be the accidental result of conditions beyond the control of the vessel in question and did, in fact, occur without hostile intent.

Article II: Concrete Arrangements for the Armistice

The Military Commanders of the opposing sides shall order and enforce a complete cessation of all hostilities by all armed forces under their control, including all units and personnel of any surface, orbital, and interstellar forces, effective twelve (12) hours after this Treaty is signed.

In order to insure the stability of the military armistice, the Commanders of the opposing sides shall:

1 Within seventy-two (72) hours after this Treaty becomes effective, begin the withdrawal of all military forces, supplies, and equipment from the Neutral Zone. All active minefields, automated monitoring stations, and other outposts known to exist within the Neutral Zone after the beginning of the withdrawal of military forces therefrom, shall be reported by the Commander of the side whose forces emplaced such installations. Eventually, within thirty (30) days after the termination of the seventy-two (72) hour period, all such installations shall be permanently removed from the Neutral Zone as directed by and under the supervision of the appropriate Commander. At the termination of the seventy-two (72) hour period, except for unarmed vessels which are to effect the removal of the stations and outposts remaining within the Neutral Zone, no vessels of either side shall be permitted to enter the Neutral Zone.

2 Within ninety (90) days after this Treaty becomes effective, withdraw all of their military and civilian vessels, supplies, and equipment from the Neutral Zone and any region of space to be occupied by the opposing side. If such military and civilian vessels are not withdrawn within the stated time limit, and there is no mutually agreed and valid reason for the delay, the other side shall have the right to take any action which it deems necessary for the maintenance of security and order.

3 Cease the introduction into the adjacent sectors of reinforcing combat spacecraft, armored transports, weapons, and ammunition; provided, however, that combat spacecraft, armored transports, weapons, and ammunition which are destroyed, damaged, worn out, or used up during the period of the armistice may be replaced on the basis of piece-for-piece of the same effectiveness and the same type.

4 Insure that personnel of their respective commands who violate any of the provisions of this Treaty are adequately punished.
This Treaty shall apply to all opposing surface, orbital, and interstellar forces under the military control of either side, which shall respect the Neutral Zone and the area under the military control of the opposing side.
Responsibility for compliance with and enforcement of the terms and provisions of this Treaty is that of the signatories hereto and their successors. The leaders of the opposing sides shall establish within their respective governments all measures and procedures necessary to insure complete compliance with all the provisions hereof.

5 As it is recognized by both parties that intrusion by any person or facility identifiable with either party can be undeniably demonstrated to be the accidental result of conditions beyond the control of that person or facility and did, in fact, occur without hostile intent :
to this end, and for purpose of mutual maintenance of this Treaty of Peace and this Neutral Zone, the Romulan Star Empire and the Government of United Earth agree to keep open and maintain a constant surveillance of subspace communication frequency K. 

Article III: Miscellaneous

Amendments and additions to this Treaty must be mutually agreed to by the leaders of both sides.
The Articles and Paragraphs of this Treaty shall remain in effect until expressly superseded either by mutually acceptable amendments and additions or by provisions in another appropriate agreement.
All of the provisions of this Treaty shall become effective at 2200 hours on 1 November 2160.


Done by voice communication on subspace radio, at 1000 hours on the first day of November, 2160, in English and Romulan, both texts being equally authentic.

The Federation Council,

Recalling*its earlier resolutions 18 (2161) of 9 November 2161 and 32 (2161) of 27 December 2161 regarding the preservation of peace and prosperity for all social systems,

Recalling in particular*the high cost of the recent war between the United Nations of Earth and the Romulan Star Empire,

Bearing in mind*its primary responsibility under the Articles of Federation for the maintenance of interplanetary peace and security, and*underlining*the importance of taking measures aimed at conflict prevention and resolution,
Reaffirming*its commitment to the purposes of the Articles of Federation as set out in Article 1, and to the principles of the Articles as set out in Article 2, including its commitment to the principles of the political independence, sovereign equality, and territorial integrity of all states, and to respect for the sovereignty of all states,

Underlining*the need for all parties concerned to comply with the rules and principles of interstellar law:

1 Declares accordingly*that the United Federation of Planets hereby assumes the rights and obligations of the Treaty of Peace between the United Nations of Earth and the Romulan Star Empire, including:

2 deterring renewed hostilities, maintaining and where necessary enforcing the measures imposed by Article 1 of the Treaty of Peace;

3 to provide security and maintain law and order throughout the Qualor Sector;

4 conducting border monitoring duties as required;

5 Reaffirms*the existence of the Neutral Zone as established by Article 1 of the Treaty of Peace, and*further reaffirms*the Council's commitment to maintain the integrity of the Zone from all intrusions;

6 Reiterates*its support for the sovereignty and territorial integrity of the Romulan Star Empire within its recognized boundaries;

7 Decides*to establish, in accordance with rule 28 of the Council's provisional rules of procedure, a Committee of the Federation Council consisting of all the members of the Council, to undertake the following tasks and to report on its work to the Council along with its observations and recommendations:

8 to seek from all members further information regarding the action taken by them with a view to implementing effectively the measures imposed by Article 1 of the Treaty of Peace, and thereafter to request from them whatever further information it may consider necessary;

9 to consider information brought to its attention concerning violations of the measures imposed by Article 1 of the Treaty of Peace, and to recommend appropriate measures in response thereto;

10 to make periodic reports to the Federation Council regarding alleged violations of the measures imposed by Article 1 of the Treaty of Peace, identifying where possible persons, vessels, or entities reported to be engaged in such violations;

11 Reaffirms*its relevant resolutions on the Romulan Star Empire, and in particular resolution 18 (2161) of 9 November 2161;

12 Reaffirms*the importance of holding, at the appropriate time, an interstellar conference on peace, security and stability in the Qualor Sector between the governments of the United Federation of Planets and the Romulan Star Empire, with the participation of all the governments of the region and all others concerned;

13 Decides*to remain seized of the matter.

               The Organian Peace Treaty (2267)





*Section 1

This Treaty of Peace is imposed, effecive stardate 3199.5, upon the Klingon Empire and the United Federation of Planets. All hostilities, both spaceborne and planet bound, between both parties and their respective allies shall cease immediately. All belligerent armed forces are, and shall remain, disabled pending the assent of all parties to this condition.

Section 2

Between the adjacent territorial boundaries of the Klingon Empire and the United Federation of Planets, there is established a neutral zone, seven point five parsecs in width in the horizontal galactic plane and to the galactic boundaries in the vertical galactic plane.

Section 3

All personnel and facilities of any kind whatsoever identifiable with either party shall be removed from the Neutral Zone no later than 500 days from the date of this armistice. No such personnel or facilities shall be re-introduced to the Neutral Zone. Any military unit intruding upon the Neutral Zone hereafter shall be immediately disabled.

Section 4

There shall come a time when the United Federation of Planets and the Klingon Empire shall be allies and friends, working together to advance the cause of peace and harmony. Until that time, neither party shall deny the other peaceful access to its bases or facilities within the Neutral Zone.

Section 5

We are aware that there are, within the Neutral Zone, many civilizations which could benefit from contact with the advanced cultures of the United Federation of Planets and the Klingon Empire. Therefore, Organia will permit such peaceful contact and cultural exchange. In each case, Organia shall mediate and award rights to that party which in our sole judgement shall be best able to aid said cultures.

The States Parties to this Convention,

Determined to act with a view to achieving effective progress toward general and complete disarmament, including the prohibition and elimination of all types of weapons of mass destruction, and convinced that the prohibition of the development, production and stockpiling of subspace weapons and their elimination, through effective measures, will facilitate the achievement of general and complete disarmament under strict and effective control,

Recognizing the dangerous and unpredictable nature of such devices and the grave threat that widespread use represents,

Desiring to contribute to the strengthening of confidence between peoples and the general improvement of the international atmosphere,

Convinced of the importance and urgency of eliminating from the arsenals of States, through effective measures, such dangerous weapons of mass destruction as those using subspace devices,

Recognizing*that an agreement on the prohibition of subspace weapons represents a first possible step towards the achievement of agreement on effective measures also for the prohibition of the development, production and stockpiling of all weapons of mass destruction, and determined to continue negotiations to that end,

Determined, for the sake of all beings, to exclude completely the possibility of subspace devices being used as weapons,

Convinced that such use would be repugnant to the conscience of all beings and that no effort should be spared to minimize this risk,

Have agreed as follows:


Article I

Each State Party to this Convention undertakes never in any circumstance to develop, produce, stockpile or otherwise acquire or retain:

Explosive devices of a nature designed to create a subspace shockwave, subspace implosion, or subspace tear, of types and in quantities that have no justification for protective or other peaceful purposes;

Weapons, equipment or means of delivery designed to use such devices for hostile purposes or in armed conflict.


Article II

Each State Party to this Convention undertakes to destroy, as soon as possible but not later than nine months after the entry into force of the Convention, all devices, equipment and means of delivery specified in Article I of the Convention, which are in its possession or under its jurisdiction or control. In implementing the provisions of this Article all necessary safety precautions shall be observed to protect populations and the environment.

2 The Cardassian Central Command will at once issue orders to all Cardassian units under their control to cease active operations on Stardate 52916, to remain in all positions occupied at that time and to disarm completely, handing over their weapons and equipment to the local Allied commanders or officers designated by representatives of the Allied Command. No warship is to be scuttled, or any damage done to their hull or equipment, and also to machines of all kinds, armament, apparatus, and all the technical means of prosecution of war in general. 

3 The Cardassian Central Command will at once issue to the appropriate commanders, and ensure the carrying out of any further orders issued by the Supreme Commanders, Starfleet Command, Klingon Defense Forces, and the Romulan Guard. 

4 In the event of the Cardassian Central Command or any of the forces under its control failing to act in accordance with this Act of Surrender, the Allied Commanders will take such actions as they deem appropriate.

Section I: The Occupation of the Cardassian Union

1 The Cardassian Union, within her frontiers as they were on Stardate 50536.8, will, for the purposes of occupation, be divided into three zones, one to be allotted to each power as follows (see related map):

2 A zone containing the following star systems and the surrounding regions, to be allotted to the United Federation of Planets: Aschelan V, Atbar Prime, Chin'toka III, Kora II, Omarak, Simperia;

3 A zone containing the following star systems and the surrounding regions, to be allotted to the Klingon Empire: Avenal VII, Regulak IV, Sarpedion V, Seeba II, Septimus III, Trelka V;

4 A zone containing the following star systems and the surrounding regions, to be allotted to the Romulan Star Empire: Adarak Prime, Gilora, Kelvas Prime, Quinor VII, Rondac III, Soukara.

5 The occupying forces in each zone will be under a commander in chief designated by the responsible power. Each of the three powers may, at its discretion, include among the forces assigned to occupation duties under the command of its commander in chief, auxiliary contingents from the forces of any other Allied power which has actively participated in military operations against Cardassia.

6 The Cardassian System, including Cardassia Prime, will be occupied by forces of each of the three powers. An inter-Allied governing authority consisting of three commandants, appointed by their respective commanders-in-chief, will be established to direct jointly its administration.

Section II: Control of Equipment and Technology in the Cardassian Union

1 In the period when Cardassia is carrying out the basic requirements of its unconditional surrender, supreme authority will be exercised, on instructions from their Governments, by the Federation, Klingon, and Romulan commanders-in-chief, each in his own zone of occupation, and also jointly, in matters affecting Cardassia as a whole. The three commanders-in-chief will together constitute the Control Council. Each commander-in-chief will be assisted by a political adviser.

2 The Control Council, whose decisions shall be unanimous, will ensure appropriate uniformity of action by the commanders-in-chief in their respective zones of occupation and will reach agreed decisions on the chief questions affecting Cardassia as a whole.

3 Under the Control Council, there will be a permanent coordinating committee composed of one representative of each of the three commanders-in-chief and a control staff organized in the following divisions (which are subject to adjustment in the light of experience): Military; orbital; transport; political; economic; finance; reparation, deliveries and restitution; internal affairs and communications; legal; prisoners of war and displaced persons; reconstruction and recovery. There will be three heads of each division, one designated by each power. The staffs of the divisions may include civilian as well as military personnel, and may also in special cases include nationals of other governments appointed in a personal capacity.

4 The functions of the coordinating committee and of the control staff will be to advise the Control Council, to carry out the council's decisions and to transmit them to appropriate Cardassian organs, and to supervise and control the day-to-day activities of the latter.

5 The administration of the Cardassian System will be directed by an inter-Allied governing authority, which will operate under the general direction of the Control Council, and will consist of three commandants, each of whom will serve in rotation as chief commandant. They will be assisted by a technical staff which will supervise and control the activities of the local Cardassian organs.

6 The arrangements outlined above will operate during the period of occupation following Cardassian surrender, when Cardassia is carrying out the basic requirements of unconditional surrender. Arrangements for the subsequent period will be the subject of a separate agreement.

Section III: Assumption of Supreme Authority in the Cardassian Union

The Cardassian armed forces have been completely defeated and have surrendered unconditionally, and Cardassia, which bears partial responsibility for the war, is no longer capable of resisting the will of the victorious powers. The unconditional surrender of Cardassia has thereby been effected, and Cardassia has become subject to such requirements as may now or hereafter be imposed upon her.
There is no central government or authority in Cardassia capable of accepting responsibility for the maintenance of order, the administration of the country and compliance with the requirements of the victorious powers. 

It is in these circumstances necessary, without prejudice to any subsequent decisions that may be taken respecting Cardassia, to make provision for the cessation of any further hostilities on the part of the Cardassian armed forces, for the maintenance of order in Cardassia and for the administration of the country, and to announce the immediate requirements with which Cardassia must comply.
The Allied forces recognize the extreme suffering of the Cardassian people in the final hours of the war, and pledge to assist in the reconstruction of Cardassia's industrial base in order to provide for the basic needs of its people.

The representatives of the supreme commands of the United Federation of Planets, the Klingon Empire, and the Romulan Star Empire, hereinafter called the "Allied representatives," acting by authority of their respective Governments, accordingly make the following declaration:

The Governments of the United Federation of Planets, the Klingon Empire, and the Romulan Star Empire hereby assume supreme authority with respect to Cardassia, including all the powers possessed by the Cardassian Government, the High Command and any state, municipal or local government or authority. The assumption, for the purposes stated above, of the said authority and powers does not effect the annexation of Cardassia.

The Governments of the United Federation of Planets, the Klingon Empire, and the Romulan Star Empire will hereafter determine the boundaries of the Cardassian Union or any part thereof and the status of Cardassia or of any area at present being part of Cardassian territory.

In virtue of the supreme authority and powers thus assumed by the three Governments, the Allied representatives announce the following requirements, arising from the complete defeat and unconditional surrender of Cardassia with which Cardassia must comply:

The Cardassian authorities will release to the Allied representatives, in accordance with the procedure to be laid down by them, all prisoners of war at present in their power, belonging to the forces of the United Nations, and will furnish full lists of these persons, indicating the places of their detention in Cardassia or territory occupied by Cardassia. Pending the release of such prisoners of war, the Cardassian authorities and people will protect them in their persons and property and provide them with adequate food, clothing, shelter, medical attention, and money in accordance with their rank or official position.

1 The principal Cardassian leaders as specified by the Allied representatives, and all persons from time to time named or designated by rank, office or employment by the Allied representatives as being suspected of having committed, ordered or abetted war crimes or analogous offenses, will be apprehended and surrendered to the Allied representatives.

2 The same will apply in the case of any national of any of the Allied powers who is alleged to have committed any offense against his national law, and who may at any time be named or designated by rank, office or employment by the Allied representatives.

3 The Cardassian authorities and people will comply with any instructions given by the Allied representatives for the apprehension and surrender of such persons.
The Allied representatives will station forces and civil agencies in any or all parts of Cardassia as they may determine.

Section I: Orders Relating to the Surrender Dominion Forces

1 For the purpose of these orders, the term "Allied Representatives" or "Allied Commanders" shall be deemed to include the Supreme Commanders of Starfleet Command, the Klingon Defense Forces, and the Romulan Guard, and any subordinate commander, staff officer or agent acting pursuant to his orders.

2 For the purpose of these orders all formations, units, and personnel of the Dominion Interstellar Navy, those units Cardassian Central Command still under Dominion control, and the Breen Expeditionary Fleet shall be referred to as the Dominion forces.

3 The Dominion High Command will dispatch within 48 hours after the surrender becomes effective, a responsible Flag Officer to the Allied Commanders, based at Starfleet Starbase Deep Space Nine. This Flag Officer will furnish the Allied Commanders with:

4 Lists of all Dominion and Dominion-controlled warships currently deployed, under construction, or undergoing repair within the Cardassian Union and the Breen Confederacy, detailing their position, condition, and movement.

5 Lists of all Dominion ground forces deployed on planetary bodies within the Cardassian Union and the Breen Confederacy, detailing locations and strengths in officers and men.

6 Details of the precise position and condition of all active and passive ordinance, both planet-based and in space, including planetary defense weaponry, surface-to-orbit missiles, and conventional and subspace-based mines.

7 Details and descriptions of all Dominion military installations, including fuel and munitions depots, shipyards and staging areas, Jem'Hadar breeding facilities, and Vorta cloning centers.

8 Lists of all Dominion and Dominion-controlled merchant ships of over 80,000 metric tons in or out of commission and under construction, including merchant ships formerly belonging to any of the Allied powers which are now in Dominion hands, giving position, condition, and movement.

9 A list of all current codes and identification signals in use by Dominion forces.

10 Locations of all camps and other places of detention of Allied prisoners of war and civilian internees.

11 Another officer with similar information is to be dispatched by unescorted and unarmed vessel to Starfleet Starbase 375, at galactic coordinates 17 mark 347 mark 08, for routing to Starfleet Command.

12 A third officer with similar information is to be dispatched by unescorted and unarmed vessel to Klingon Military Outpost 42, in orbit of L'sghe II, at galactic coordinates 08 mark 31 mark 329, for routing to the Klingon High Command.

13 A fourth officer with similar information is to be dispatched by unescorted and unarmed vessel to Romulan Station 32A, in orbit of Rowan III, at galactic coordinates 05 mark 16 mark 283, for routing to the Romulan High Command.

14 The Dominion vessels transporting the officers dispatched to Deep Space Nine, Starbase 375, Outpost 42, and Station 32A (provided for in paragraphs 3 - 6) are to proceed at a speed not greater than Warp 7 (656 c) and not less than Warp 5 (214 c). They will be met by warships of the respective fleet commands and escorted to their destination. The ships transporting the Dominion representatives are to maintain a continuous transmission on subspace frequency 543.301 kCy.

15 The Dominion High Command will provide the following information to the Allied Commanders within eight days of cessation of hostilities:

16 Precise locations of all sublight and interstellar warships, auxiliaries and armed atmospheric craft operating under the orders of the Dominion High Command stating particulars of the operational unit to which they are attached, giving approximate totals of all personal embarked in each vessel.

17 A statement of the organizations of all planetside commands, giving location of all military establishments, including facilities for experiment and research, with names of all Vorta Commanders in each establishment.

18 Lists of stocks of antimatter and dilithium at, or in the vicinity of, all ports and stations within Dominion-occupied space.

19 A statement of location of the principal fleet armament depots with approximate overall stocks of each major item held.

20 The following communications information:

21 The location and details concerning all subspace sensor/communication arrays in use by, and under construction for the Dominion fleet, these details to include types and capabilities of all equipment fitted.

22 Details of the current fleet codes and identification signals in force, as well as a list of all call-signs in use by the fleet, and allocation of all frequencies for subspace communication purposes.

23 Full details of all automated defense systems in orbit of Kelvas Prime, Avenal VII, Gilora, Regulak IV, Omarak, Soukara, and Kora II.

24 The Dominion High Command will also furnish the Allied Commanders with three copies of all coding systems which have been, are being, or were to be used by Dominion forces with the necessary instructions for their use and the dates between which they have been or were to have been used.

25 The Dominion High Command will forthwith direct all Jem'Hadar and Breen warships, auxiliaries, merchant ships and other craft to comply with the following instructions:

26 All sublight and interstellar warships, auxiliaries, merchant ships and other craft in orbit or in spacedock are to remain in position pending further directions from the Allied Representatives.

27 All other sublight and interstellar warships, auxiliaries, merchant ships and other craft are to report their positions clearly and immediately to the nearest Starfleet, Klingon, or Romulan subspace communications station on subspace frequency 567.419 kCy, and are to proceed to the nearest Dominion or Allied port or such ports as the Allied Representatives may direct at a speed not greater than Warp 7 (656 c), and remain there pending further directions from the Allied Representatives.

28 All sublight and interstellar warships and merchant ships, whether docked or in space, will immediately disable all targeting systems and power down all weapons systems.

29 All warships will keep their deflector shields deactivated at all times unless in extreme emergency where it is necessary to protect the ship. All dampening fields and sensor countermeasures will be deactivated.

30 The movement of transport along internal spacelanes may continue, subject to orders from the Allied Representatives. No vessels moving along internal spacelanes will proceed to neutral space.

31 The Dominion High Command will forthwith direct all Jem'Hadar and Breen ground units to comply with the following instructions:

32 All ground units are to remain at their stations pending further directions from Allied Representatives.

33 All ground units on patrol are to report their positions clearly and immediately, and to continue broadcasting their position every 30 minutes on subspace frequency 543.715 kCy.

34 All ground units will immediately power down all surface-to-orbit weaponry and disable all targeting systems.

35 Upon the arrival of an Allied Representative, all personal and portable weaponry will be turned over to Allied forces, and arrangements made to transfer control of military installations to Allied control.


Section II: Orders for the Surrender of All Dominion Forces by the Dominion High Command

1 The Dominion High Command, by direction of the Founder, and in compliance with the surrender to the Supreme Commanders of the Allied forces of all Dominion and Breen forces, hereby orders all of its commanders to effect an immediate cessation of hostilities, to remain at their present positions, and to surrender unconditionally to commanders acting on behalf of the United Federation of Planets, the Klingon Empire, and the Romulan Star Empire, as indicated hereafter or as may be further directed by the Supreme Commander for the Allied forces.

Immediate contact will be made with the indicated commanders, or their designated representatives, subject to any changes in detail prescribed by the Supreme Commanders of the Allied forces, and their instructions are to be completely and immediately carried out.

2 The senior Vorta commanders and all surface, orbital, and interstellar forces within the Cardassian Union shall surrender to representatives of Starfleet Command.

3 The senior commanders of all and all surface, orbital, and interstellar forces of the Cardassian Central Command which remain under Dominion control shall surrender to representatives of Starfleet Command.

4 The senior Breen commanders and all surface, orbital, and interstellar forces within the Cardassian Union shall surrender to representatives of the Romulan Guard.

5 The senior Breen commanders and all surface, orbital, and interstellar forces within the Breen Confederacy shall surrender to representatives of the Klingon Defense Forces.

6 The Dominion High Command further orders its commanders in the Cardassian Union, the Breen Confederacy, and any units remaining within the terrirories of the UFP, the Klingon Empire, or the Romulan Empire to disarm completely all forces of the Dominion or under Dominion control, wherever they may be located, and to deliver intact and in safe and good condition all weapons and equipment at such time and at such places as may be prescribed by the Allied commanders indicated above.

7 The Dominion High Command shall furnish to the supreme commander for the Allied forces within 36 hours of receipt of this order complete information with respect to all areas under Dominion control as follows:

8 Lists of all Dominion and Dominion-controlled warships currently deployed, under construction, or undergoing repair within the Cardassian Union and the Breen Confederacy, detailing their position, condition, and movement.

9 Lists of all Dominion ground forces deployed on planetary bodies within the Cardassian Union and the Breen Confederacy, detailing locations and strengths in officers and men.

10 Details of the precise position and condition of all active and passive ordinance, both planet-based and in space, including planetary defense weaponry, surface-to-orbit missiles, and conventional and subspace-based mines.

11 Details and descriptions of all Dominion military installations, including fuel and munitions depots, shipyards and staging areas, Jem'Hadar breeding facilities, and Vorta cloning centers.

12 Lists of all Dominion and Dominion-controlled merchant ships of over 80,000 metric tons in or out of commission and under construction, including merchant ships formerly belonging to any of the Allied powers which are now in Dominion hands, giving position, condition, and movement.

13 A list of all current codes and identification signals in use by Dominion forces.

14 Locations of all camps and other places of detention of Allied prisoners of war and civilian internees.

15 Dominion forces will insure that all Dominion, Breen, and Cardassian military and civilian vessels remain on planetary surface or in planetary orbit until further notification on the disposition to be made of them.

16 Dominion or Dominion-controlled sublight and interstellar warships or merchant vessels of all types will be maintained without damage and will undertake no movement pending instructions from the Supreme Commanders of the Allied forces.

17 Responsible Dominion or Dominion-controlled military and civil authorities will insure that:

18 All Dominion mines, mine fields, and other obstacles to movement on planetary surfaces and in space wherever located be removed according to instructions of the Supreme Commanders for the Allied forces.

19 All aids to navigation be reestablished at once.

20 All safety lanes be kept open and clearly marked pending accomplishment of (a) above.

21 Responsible Dominion and Dominion-controlled military and civil authorities will hold intact and in good condition pending further instructions from the Supreme Commanders of the Allied forces the following:

22 All arms, ammunitions, explosives, military equipment stores and supplies and other implements of war of all kinds and all other war material (except as specifically prescribed in section 5 of this order).

23 All surface, orbital, and interstellar transportation, communication facilities, and equipment.

24 All military installations and establishments including spaceports, drydock facilities, storage depots, permanent and temporary surface and orbital fortifications, outposts and other fortified areas together with plans and drawings of all such fortifications, installations and establishments.

25 All factories, plants, research institutions, laboratories, testing stations, technical data, plans, drawings and inventions designed or intended to produce or to facilitate the production or use of all implements of war and other material and property used or intended for use by any military or para-military organization in connection with its operations.

26 The Dominion High Command shall furnish to the Supreme Commanders of the Allied forces within 8 days of receipt of this order complete lists of all the items specified in paragraphs A, B, and D of section 6 above, indicating the numbers, types, and locations of each.

27 The manufacture and distribution of all arms, ammunition, and implements of war will cease forthwith.

28 With respect to Allied and neutral prisoners-of-war and civilian internees in the hands of Dominion or Dominion-controlled authorities:

29 The safety and well-being of all Allied prisoners-of-war and civilian internees will be scrupulously preserved to include the administrative and supply service essential to provide adequate food, shelter, clothing, and medical care until such responsibility is undertaken by the Supreme Commanders of the Allied forces.

30 Each camp or other place of detention of Allied prisoners of war and civilian internees together with its equipment, stores, records, arms, and ammunition will be delivered immediately to the command of the senior officer designated representative of the prisoners of war and civilian internees.

31 As directed by the Supreme Commanders of the Allied forces prisoners of war and civilian internees will be transported to places of safety where they can be accepted by Allied authorities.

32 The Dominion High Command will furnish to the Supreme Commanders of the Allied forces within 8 days of the receipt of this order complete lists of all Allied prisoners of war and civilian internees indicating their location.

33 All Dominion and Dominion-controlled military and civil authorities shall aid and assist the occupation of the Cardassian Union and the Breen Confederacy by forces of the Allied powers.

34 The Dominion High Command and appropriate Dominion officials shall be prepared on instructions from Allied occupation commanders to collect and deliver all arms in the possession of the Cardassian and Breen civilian populations.

35 This and all subsequent instructions issued by the Supreme Commanders of the Allied forces of other Allied military authorities will be scrupulously and promptly obeyed by Dominion and Dominion-controlled military and civil officials and private persons. Any delay or failure to comply with the provisions of this or subsequent orders, and any action which the Supreme Commanders of the Allied forces determines to be detrimental to the Allied Powers, will incur drastic and summary punishment at the hands of the Allied military authorities.


Section III: Orders Relating to the Withdrawal of Dominion Forces

1 For the purpose of these orders, the term "Allied Representatives" or "Allied Commanders" shall be deemed to include the Supreme Commanders of Starfleet Command, the Klingon Defense Forces, and the Romulan Guard, and any subordinate commander, staff officer or agent acting pursuant to his orders

2 For the purpose of these orders all formations, units, and personnel of the Dominion Interstellar Navy, including all Jem'Hadar personnel and Vorta supervisors, shall be referred to as the Dominion forces.

3 The Dominion will withdraw all armed forces from the Alpha Quadrant via the Bajoran Wormhole.

4 Any and all remaining warships, equipment, and materiel are to be transferred to the control of the local Allied commanders.

5 Unreasonable attempts to hinder or delay the evacuation may be considered a breach of the armistice and may be acted upon accordingly by the local Allied commanders.

6 The Dominion High Command will order the evacuation and transfer of command of the shipyards at Kelvas V, Omarak, Trelka V, and Avenal VII, as well as any military research facilities, no later than Stardate 52958.8. The Vorta commanders will provide detailed instructions regarding station operations and any security measures implemented.

7 All Dominion personnel, both military and civilian, will be evacuated from the planetary surfaces:

8 All Dominion personnel will follow precisely the instructions for specific planetary withdrawals given by the local Allied commanders.

9 All Dominion personnel will board unarmed transports which will be specified by the Allied commanders and prepare to return through the Bajoran Wormhole.

10 These transports will continually broadcast their present position and identity on subspace frequencies 563 - 565 kCy, and are to wait for Allied escort.

11 Under Allied escort, the transports will proceed to the Bajoran Wormhole and return to the Gamma Quadrant.

12 All planetary evacuations must be complete no later than Stardate 52985.9.

13 All Dominion personnel must depart the Alpha Quadrant by no later than Stardate 53000.0.

14 Following the evacuation, the Bajoran Wormhole is hereby closed to all armed Dominion vessels, or any vessel transporting Dominion military personnel.


Section IV: Orders Relating to the Occupation of the Breen Confederacy

1 For the purpose of these orders, the term "Allied Representatives" or "Allied Commanders" shall be deemed to include the Supreme Commanders of Starfleet Command, the Klingon Defense Forces, and the Romulan Guard, and any subordinate commander, staff officer or agent acting pursuant to his orders.

2 For the purpose of these orders all formations, units, and personnel of the Breen Expeditionary Fleet shall be referred to as the Breen forces.

3 The Breen Confederacy, within her frontiers as they were on Stardate 52575.0, will, for the purposes of occupation, be divided into three zones, one to be allotted to each power as follows (see related map):

4 A zone containing the following star systems and the surrounding regions, to be allotted to the United Federation of Planets: [CLASSIFIED];

5 A zone containing the following star systems and the surrounding regions, to be allotted to the Klingon Empire: [CLASSIFIED];

6 A zone containing the following star systems and the surrounding regions, to be allotted to the Romulan Star Empire: [CLASSIFIED].

7 The occupying forces in each zone will be under a commander in chief designated by the responsible power. Each of the three powers may, at its discretion, include among the forces assigned to occupation duties under the command of its commander in chief, auxiliary contingents from the forces of any other Allied power which has actively participated in military operations against the Breen Confederacy.

8 The Breen System, including the Breen Homeworld, will be occupied by forces of each of the three powers. An inter-Allied governing authority consisting of three commandants, appointed by their respective commanders-in-chief, will be established to direct jointly its administration.

9 The Breen Expeditionary Fleet and other armed forces shall be reduced and/or dismantled according to the following provisions:

10 In compliance with the Act of Military Surrender signed at Deep Space Nine, all Breen warships and other vessels larger than 80,000 metric tons will be handed over to Allied Representatives.

11 By no later than Stardate 53200.0, the total number of active and reserve Breen naval forces in commission must not exceed 1,500 frigates and 550 sublight patrol cruisers. These vessels may be equipped with disruptors of no greater power output than 950 terawatts, and a total stock of 50 photon torpedoes. Under no circumstances may any Breen vessel be equipped with an energy dampening weapon or any derivation thereof.

12 All warships which are not retained in the Breen fleet under the provisions of subparagraph (a) above are to be transferred to the shipyards in orbit of Breen and Portas V to be dismantled under Allied supervision.

13 All Breen ground forces and all other forces or auxiliary organizations equipped with weapons shall be completely disarmed, handing over their weapons and equipment to local Allied commanders or to officers designated by the Allied representatives.

14 The personnel of the formations and units of all forces referred to in subaragraph (d) above shall, at the discretion of the Supreme Commanderof the armed forces of the Allied state concerned, be declared to be prisoners of war, pending further decisions, and shall be subject to such conditions and directions as may be prescribed by the respective Allied representatives.

15 All forces referred to in Paragraph (A) above, wherever they may be, will remain in their present positions pending instructions from the Allied representatives.

16 Under Allied supervision, a limited Breen ground force for the purpose of patrolling the borders and maintaining order will be organized. This force will number no more than 8 divisions comprising no more than 30,000 soldiers and 5,000 offivers each, and will posess hand weaponry and limited atmospheric position-defense systems only.

17 Breen planetary defense disruptors will be deactivated and dismantled pending Allied control of the system.

18 The Breen armed forces will be devoted solely for the purposes of defense and the maintenance of order within their borders.

19 The Breen armed forces may operate the following installations for the purpose of supporting their units.

20 The shipyard in orbit of the Breen Homeworld will be retained to support active vessels as prescrived in article 6-b, and to replace vessels which are decommissioned.

21 The repair yards at Dsingko III will be reduced in size to fifteen orbital drydocks and two orbital construction factories. The yard will be used solely for the maintenance of existing Breen vessels.

22 One planetary defense garrison may be maintained in each system inhabited by Breen civilians. No more than ten planetary defense disruptors may be deployed on any planetary surface or in orbit.
