To all fleet members wishing to join the in-game fleet in Star Trek Online, the easiest way is to leave in a post following this one the name@handle of each character you wish to see included in the fleet roster (i.e. kheren@kheren).
As soon as possible, one of the higher ranking officers will send your fully identified character an invite in-game to join the fleet. You will recognize the proper invite with the correct fleet name:
For UFP side: Lotus Fleet
For KDF side: House of Lotus
You will eventually see the invite pop up when you log with the character. Just click to accept and you will be immediately added to the active roster.
Of course, you may also ask directly a high-ranking member in-game to include you when you meet one, but waiting for this opportunity is less easy and effective than using the above procedure.

afaik, there is no in-game barrier to joining Lotus Fleet. However, as you probably know, you must complete the academy to join Lotus Fleet here on the forums. Visit the "Welcome to Lotus Fleet" HERE thread to get the links to the academy registration form.
As Admiral Kheren stated above in his OP, once a ranking member in-game gets your in-game @ handle, they will add you to the in-game fleet.
