100 weapons, 50 shields, 25 engine/aux
that is pretty much standard for every build, except space magic builds

New question. I went to go get my boff's skills swapped out and I can't get EP2W III, only II. Thoughts?

EPW3 is captain trainable only. if you have 6 points in Starship Weapons Performance, then you can train it.
if you dont have that skill at 6 points, then you can trade your BOFF to someone who does, they can train it, then trade it back to you.

this is a REALLY good build. i can only offer a few suggestions.
start with the easy ones.
swap the rear torp and omni AP array for AP turrets.
reason: when you beam overload, you want to be 100% sure it comes from your DBB which does a helluva lot more dmg than the omni array. and as a forward facing fighter, a rear torp isnt helping you. Turrets will get buffed by your CRF skill as well, so your forward damage will increase with this change.
get a fleet neutronium alloy with +TRN and trade it with the one you have now. then you can drop the RCS console.
once you do that, move the cloak up to engineering and get an embassy science console. my favorite that i recommend to everyone is the Plasma enfused emitter array -Th
this will buff your shield heals, reduce your threat to all enemies and add the plasma proc to your weapons. increases tank and dmg at the same time.
i also recommend the romulan console and tachyokinetic converter console if you are crit stacking.
once embassy recruitment is at tier 2, get yourself 2x rare romulan tac BOFFs with the "SUPERIOR ROMULAN OPERATIVE" trait. your crit chance will go up FOUR PERCENT, and youre crit severity will go up 10.
while you are reshuffling your BOFFs, get 1 human BOFF for the leadership trait, which increases your hull repair rate and buffs your subsystem repair rate. then the other 2 you should get saurians with the EFFICIENT trait so your E and A power levels will go up.
once you hit max CXP in diplomacy, get the NAUSICAAN BOFF. he has the PIRATE trait, which increases ALL your damage by 1.5%.
ship devices: get the subspace field modulator from the devidian story mission. it is an activatable device which increases your damage resistance momentarily, but makes PROTON damage hurt you alot more. just dont use it in PvP or against the voth and it is a MUST HAVE device.
if you have the redmatter capacitor, slot that too.
get some satellite turrets from doff missions, those are fun to drop in Khitomer.
last but not least, go to the alhena system in Eta Eridani and do the daily there for Dueterium surplus. its a consumable evasive manuevers.
shield batteries are also good.
have you done the dune missions on tatooine? i mean the Nimbus story arc.
do that and get the NIMBUS PIRATE DISTRESS CALL. it says its a ship device, but you dont have to slot it to use it.
just keep it in your chara inventory and you can summon 3 ships to help you for 30 seconds. one heals you, the other 2 shoot at the bad guy. its very fun.
you need a gear set, get the solanae set for now in case survivability is a probem.
ok now on to the meat. your BO powers.
i think you have too much science, you could use more engineering. youre not really getting much out of your jam sensors and tachyon beam, especially because you have zero points in flow caps.
if you switch to engineering you can aux to batt, or give yourself some more power.
aceton beam is an awful power lol. DEM3/aux2sif3/RSP3 are alot better choices.
if you Aux2Batt, you can double all your Boff powers, at the expense of having no aux power. since you dont use aux on tihs build, theres no reason not to A2B.
you will need 3x purple technician duty officers. you can get these for free from the b'tran cluster Doff chain. if you crit the last mission, which is repeatable, you get the purple doff.
you will also need 2x copies of AuxToBatt.
this is how most people would A2B your avenger.
ltcmdr TAC: TT1, Attack pattern beta1, CRF
ens TAC: BO1
cmdr ENG: EPTS1, A2B1, EPTW3, DEM3
lt SCI: ST1/PH1, HE2
lt UNI/ENG: ET1, A2B1
now, imagine you actually have TWO copies of EACH of these powers (except A2B, thats what doubles the others), and you can see why cruisers are king. survivability and DPS. your power levels will be 125/125/115/0.
you will be getting an extra 9.9% damage bc of that from your AMP warp core too.
if you dont want to A2B, then i recommend
ltcmdr tac: TT1, APB1, CRF
ens tac: BO1
cmdr eng: epts1, RSP1, eptw3, A2S3
lt sci: HE1, TSS2
lt uni/eng: epts1, eptw2
your sill tree has too many things maxed to 9. very very few things should actually be maxed. after 6 points its not worth it.
check out this skill tree i made for the fladmral, that will work just as well for you

it is alot more rounded. you can get 6 more skills with points in them. you might want to max the admiral level energy weapons skill that boosts critting over armor reinforcements. since your shields wont be dropping much in PvE you can afford it.
