what im thinking is sneak attack burst damage with ability to hang in a fight, but also to GTFO if you need to.
i think adapted maco set 3 is the right choice. you get +25% torp damage, and you can mask your energy field. it will help you GTFO if you need to.
great warp core. love it. even better if you have the plasmonic leech console, or decide to go with the MACO set over the adapted maco set. (maco set has kind of an energry drain thing to it that adds to your power levels. but it conflicts with plasmonic leech, so beware, its one or the other.)
replay the devidian episode and get the subspace field modluator for ALL YOUR CHARACTERS. its practically the only non consumable device in game, and its also REALLY GOOD. its not good against voth, FYI.
do Defense Contract daily to get more dueterium surplus. consumable EM ftw. its in eta eridani, alhena system. its a daily.
kinetic cutting beam and 2x turrets aft. you want this thing to be a jaguar in the jungle. comes out of nowhere, bites your neck and runs away up a tree and watches over your lifeless corpse until it wants seconds.
that being said, go for dual heavy cannons. yes they drain more power, but they alos have a free crit severity built in, so its like having a FREE EXTRA modifier. they do the same damage as dual cannons yes, but they do it QUICKER. thats the key.
see if you can upgrade from mk X weapons. XIs are fine, XIIs if you have dil and EC falling out of your pockets.
swap that regular front beam array for another DHC. keep the DBB for - you guessed it. BEAM OVER LOAD.
move your cloak up to engineering, and get rid of those 3 consoles you have in there that do stuff.
im sure youre tired of hearing this - get an embassy science console :3
-threat. +emitters +plasma DoT....this will help you and hurt them. win win.
again - 4x tetryon boosting tac consoles.

fleet RCS with all resist. you want this baby to TURN. and the borg console. the borg set (weapon set) 2 bonus is incredible as it can give you weapon power and weapon power resistance. its kind of like a nadion inversion built in.
plus the console boosts tanking, damage and critH/D.
the cutter itself is invaluable bc it deals kinetic damage, and has a 360 arc. cant lose.
maybe someday if you feel the avenger special VATA console isnt pulling its weight, get a rep console and throw it in there.

cmdr eng: ept Engines1,(so you can escape!) DEM1 (deal damage thru their shields), eptW3 (this does more than just add power that you desperatly need to feed all your guns, it also adds a damage buff for 10s), aux to sif 3 (great heal and resist every 15s)
lt sci: HE1, TSS2
see my previous comment on skill tree, except this time you want some points in STEALTH to take advantage of that neato cloak you got.
again, 6 in nearly everything you already have (maybe not sensors, your a tac cruiser right?), but 9 in the damage ones and accuracy.
