How To Earn Fleet Marks

Fleet Marks, along with dilithium, are the most needed resource a fleet requires in order to build its holdings.  Fleet marks are required in every project, save for a handful that only require dilithium.  Luckily for you, Fleet Marks also have the highest rate of return for Fleet Credits, a 1 mark to 50 credit ratio.  Fleet Credits are needed by members to procure ultra-rare mk XII warp cores and consoles, as well as a plethora of other items (space/ground weapons, armor, etc.)  Thankfully, there are many opportunities in which to earn Fleet Marks.
 
1.0. File Commendation Report: Duty Officer missions do more for you than gather resources, they also earn commendation points.  As you know, there are 11 different commendation categories that you can earn points in through various duty officer missions (diplomatic, science, engineering, military, exploration, medical, etc.).  In order to reach rank 4, you must earn 100,000 commendation points.  In order to start redeeming those points for Fleet Marks, you must earn at least 110,000 commendation points.  Why?  You must maintain at least 100,000 points in each category, but you can save up to 150,000.  Past 150,000, you are just wasting your commendation points. 
 
1.1. Once you have earned at least 110,000 commendation points in at least 1 of the 11 categories, travel to the Fleet Starbase.  Once you beam in, go straight towards the Operations Center (straight out of the transporter room, down the little ramp) and find the console next to the ramp that gives you the option of “File Commendation Report”.  Select the category where you wish to file a report (give up 10,000 points), then select the duty officer that will do the report.  Note: you actually get a higher chance of a critical success if you use a duty officer that isn’t the suggested profession.  For example, if I was filing a Diplomatic Report, it wants me to use a diplomat.  BUT, I actually get a higher chance for critical success if I use anything but a diplomat that has one or more factors for critical success. 
 
1.2. These duty officer missions are 100% success rate with a return of the following:
                1.2.1.: Success grants you 75 Fleet Marks
                1.2.2.: Critical Success grants you 100 Fleet Marks
 
2.0 Officer of the Watch: While in the Operations Center of the Fleet Starbase, you can “Talk to the Officer of the Watch” and earn a quick 5 Fleet Marks per day.  These missions will likely have you running around the Fleet Starbase; in my opinion not worth your time, but it is a way to earn Fleet Marks.
 
3.0. PVE Missions: Completing PVE missions that are marked as rewarding either Fleet Marks or Choice of Marks will grant you a good number of Fleet Marks.  The number of Fleet Marks granted is highly dependent upon the indicated skill level (1, 2 or 3 chevrons) and the success of which you and your team complete the mission.  The single chevron difficulty level missions typically require less time to complete than the double chevron difficulty level missions and, if well executed, award around 50 Fleet Marks.  The double chevron missions take longer, but if well executed, award around 100 Fleet Marks.  My advice is to simply start playing the missions and finding out what works for you. 
 
4.0. Fleet Dilithium Mine Daily Duty Officer Missions: The Fleet Dilithium Mine is located near DS9 and is marked as “Dilithium Mine Fleet Holding”.  It is NOT the Vlugta Asteroid Field.  Once you enter the Dilithium Mine Fleet Holding, click “contact traffic control” and beam to the surface.  Once there, go forward and around the right side of the center dilithium display to the Mining Foreman (a Reman with goggles).  He has two missions that you can complete daily.  A Critical Success of these missions will earn 25 Fleet Marks and 4 Dilithium Mine Provisions.  Don’t have any Miner Duty Officers?  Turn to your right a bit and speak with the Vulcan in a science division Starfleet uniform who is the personnel officer.  You can acquire the miners there.  Note: pay special attention to the critical success factors of the missions and procure the appropriate miners!
 
5.0. Bonus Fleet Marks: While you are at the Fleet Starbase, go down the ramp to the “Requisitions” room (on the right when you are coming from the transporter room; it has a type II phaser symbol) and “Talk to the Operations Quartermaster” which is the vendor in the back, on the left.  Click “Store” then “Fleet Mark Bonus” (bottom selection).  You can procure “100 Fleet Mark Bonus Pool” items that will award you bonus Fleet Marks.  Each bonus costs you 15,000 Fleet Credits to procure and, doing the math, you only get 5,000 Fleet Credits for the 100 Fleet Marks.  So only do this if you have a plethora of Fleet Credits to use.  The bonus Fleet Marks are awarded at a 20% rate; so if you earn 25 Fleet Marks, you will get 5 Marks from the bonus pool.
