Can't fleet invite

I'm fairly sure I used to be able to invite people, did it change or did I get demoted and missed it? Either way I'd like to get it back.
The invite is for Tornell@linsala, a work friend of mine.

Hi Redding.  Were you previously a Tier 5? 

As a Tier 4 officer, you are set within the Senior Officer group in STO.  Senior Officers and below do not have the ability to invite players to join Lotus Fleet however, Senior Officers can invite non-Fleet members to Fleet-owned maps.  Only Flag officers and Admins have the ability to invite new players to join the Fleet.

In order to join Lotus Fleet in-game, players are required to create an account on our website (as has always been the case).  It doesn't take long and they just have to create the account.  Please have your friend create an account on our website, www.lotusfleet.org.  Registration is easy; once they have access to the forms, they need to post a message in "Joining the Fleet" thread: http://www.lotusfleet.org/forums/viewtopic.php?f=7&t=17&start=170
