**Updated 1 June 2018**
This thread will be updated as we move forward in STO. The point of this thread is to explain the current strategy in STO for building our Fleet Holdings. In this manner, I hope to focus our combined efforts and ultimately reduce the amount of time it takes to upgrade our holdings thereby providing greater benefits to members faster.
In order to procure the ultra-rare mk XII items (weapons, warp cores, etc.), elite/advanced mk XII items (armor, ground weapons, consoles, etc.) and Fleet Ships, a player MUST earn Fleet Credits. The only way to earn Fleet Credits is to donate towards Fleet Holding projects.
Therefore, to allow others to earn "easy" Fleet Marks, anyone who has earned over 5 million Fleet Credits, shall refrain from donating expertise, commodities, and data samples until and unless those are the last remaining items required to complete the project. Everyone should feel free to donate Fleet Marks and Dilithium whenever able to do so as they are the most required items.
Strategic-Level Strategy: Provide superior resources to Lotus Fleet Members by building out all Fleet Holdings.
Operational-Level Strategy: Primary goal of completing the build out of the Starbase.
Current Tactical-Level Strategy: Complete Starbase Engineering projects. Common Duty officers are needed the most. Some provision projects will be locked out from Armada partners from donating so that Lotus Fleet members can always have some projects to donate towards.

One thing I would like to mention; most of the time (5 days out of 7 at least) I can't donate anything because the only ressource still open is Di. All the others are either to costly (like donaitng Entertainment provisions) too rare for the casual player (Like officers) or have been quickly filled up by the players currently holding the 5 top positions.
As I mentionned in a post before, the main problem is that Di is needed for about everything else (including buying those cool items you mention) and thus not something everyone (especially the occaisonal player) is ready to give to the fleet; not to mention that the return for it (1 fleet cred per Di given) is among the lowest investment return.
In short, there is no good incentive or opportunity for the casual player (most of us) to participate.
On the other hand, the easiest, most available and less needed ressources for the player himself, like expertise, are always filled up as soon as the task appear by the current top holders. My guess is that a good number of players who would like to donate and get more FC simply can't because they have even less ressources to contribute than I who moxt of the time have little or nothing to offer... except the &%/$"* Dilithium.
I would suggest that these hardcore players ( which includes Athos and me btw) and all those having reached over a million in credits already in a holding leave that one ressource open in said holding for the benefit of others. This way, they too can get the chance to contribute as well, and better their standing/FC level as offered by the above post.
That might possibly slow down the process a bit... but I believe it would allow more participation from the whole of the fleet and even more interest because now more people would be able to donate and get more FC for their effort. Those like me who already have over 1 million in one holding can certainly get most of what they want already from it (I myself have a fleet ship with a fleet warpcore, 3 fleet weapons and about to get a fleet console or two, plus I have a personal fleet hand weapon and many credits left). We big contributors could take a break on the easy ressources to allow others to do the same.
Just a thought.

That is a great point FAdm Kheren. I honestly had not thought of not donating right away. I will update the first post accordingly to allow for some of the easier commodites to be withheld unless they are the final items required to complete the project.
Note: Duty Officers are not rare; rather they are incredibly easy to obtain and takes very little effort to do so. Please reference my post, "How To Obtain Common Duty Officers" for guidelines.
Obtaining Dilithium is also quite easy, though limited to refining only 8K per day. Obtaining dilithium ore does take time, but doing one daily mission from the foundry can grant over 2K per day. Reference my post, "How To Accumulate Dilithium" for guidelines.

I will rephrase; the problem with DOFFs is not that they are rare; but 90% of the time, what I have is not needed, or what I have that is needed I have but 1 or 2, or those I have the bar is already fully filled. So I find them difficult to provide.
Again, Di is a problem because we need them for everything else as well and the quantity asked for is often enormous (even after they reduced it a few months ago). And all important tasks (like upgrades) requires them, sometimes only Di. Not an easy thing to take care of.
In the end, the whole thing is nothing else than a grinding game; which requires time and sometimes repetitious play (although there are a good number of offline activities like DOFF missions to help quite a bit so not so tedious as it sounds here). Incentives are required to motivate people in doing so. The awards you came up with are certainly one (good work with those btw). Another could possibly be to list somewhere on the site the benefits available already at the starbase, embassy and mine (like quick 5 Fleet marks daily task from officer of the watch, DOFF missions form deck officers, bank, ressources etc) and those coming up when we willl complete the next stage of each. Many might not know for example that you can get 75 Fleet marks (no failure and 150 with a critical success) with DOFF missions on the starbase (called commendation report).
If some players realize that the base is more than just a social hub or a cute set but actually pretty useful, we might get more people involved.

Wow...a HUGE donation of dilithium has completed the requirements for our Fleet Embassy to upgrade to tier 2. THANK YOU all for making that a success.
Keep donating those Fleet marks to the Dilithium Mine. As soon as all requirements are met for the Di Mine to complete its tier 3 upgrade, we'll start on Spire Projects. Woohoo!!

I was in earlier today and see that there are no current projects going at the Colony World. Are there none to complete? The Colony is at about 60% of its last tier, and that completion will finish everything.
