I can tell from experience; nothing, absolutely nothing you have in the C-Store or out of the regular in-game stuff you need to play the game, from start to level 50. Sure lots of stuff out-game can prove helpful... but needed? Nope.
Only the hypercompetitve PvP player would beleive to have a need for all the little tweaks, bells and whistles added stuff can bring. Pile enough of them, yeah it most probably help make a difference; or their might be a few especially suited for someone's specific style and really enhance it... But then again, I have seen PvP fights won with nothing else but the basic stuff, even against those high-profile perks. Well-built and maxed out ship and crew and clever tactics are more effective than this woowoo console or a few hull points more.
Myself I do go take nice stuff in the C-Store; but I never pay a cent. I collect Di enough to get what I want... and the time required to get said Di let me evaluate if I really want it. So legacy pack... pass.
