Alts in a video game and alts in RP are separate thing's.  But beyond that Im uncertain if there's any sort of policy on them officially.

I've ended up with 4 from the Empire and 6 from the federation so far in characters.  I dont plan to RP them all but it would be nice if I could use them to contribute to the Starbase.  And Id get protection from random spam invites

STO and RP are completely separate things. Your characters in STO don't have to match or be associated with the one you use in RP, and we welcome all your alts!
