My story for Sorripto leads into finding evidence of actual sabotage. Is there a definitive person to blame here, or can I make one up? Is there anyone off limits?

A kind of 'what's going on in Star Fleet' while you guys are setting up for the rebellion.
Or to put it in old TV terms. "Meanwhile.. back at Star Fleet headquarters.. Gould faces a challenge of his own.."

Anything you want to contribute will be welcome. At worst, sending it to me in word and I can publish it for you.
To bring you up to speed from the Starfleet side:
- An intruder allegedly identified as coming from the Andromeda galaxy has been encountered by cadets during an unexpected emergency response. Scans revealed the presence of the Omega particle within the Intruder ship.
- The UFP declares the intruder as hostile because of it's behavior and it's harboring of the forbidden particle. Long range scans detected three doomsday machines on a rendez-vous trajectory with the intruder at the Alpha Quadrant edge of the galaxy. Starfleet has been placed on a war footing with an Omega Task Force to be led by Lotus Fleet as the vanguard agaainst what has been officially declared as an invasion possibly from Kelva, in the Andromeda galaxy.
- Upon receiving their orders, two of the most respected captains in Starfleet resigned in protest. Their resignations sent shockwaves as far as Vulcan and Andoria, where almost all Andorian officers in all of Starfleet also resigned and secession from the Federation is now being discussed on the homeworld. Similar concerns are starting to be voiced on Vulcan about the illogical and openly agressive and fearful decision of the Federation Council.
- The Omega Task Force was consequently delayed because of sudden chaos from attrition in personnel and the need to upgrade all ships to transwarp or QSD technology in order to timely act against the expected invasion.
- Adding to the problem, the designated flagship of the Task force, the USS Alsea, was stolen, along with one of the only two available transwarp drives ready, by what appears to be a small cadre of wayward officers, the designated task force commander, two others already with marked records, led by the two retired captains. However, it is also speculated that those few officers, some or all of them, might have been in fact abducted and/or blackmailed into cooperating.
- The only other transwarp capable ship, the Lotus Fleet flagship USS Horizon, was disabled just as it attempted pursuit by a security program seemingly misfiring. Investigations are proceeding along with attempts to bring the Horizon back online.
- Starbase Lotus also was momentarily crippled by some ill-timed deficiency in it's safety protocols when the Alsea was stolen. The coincidental nature of this accident with the incident strongly suggests sabotage. Investigation is undergoing but the starbase has returned to normal operations minutes after the incident, making determination difficult.
- The expected course of the stolen ship appears to be the intruder's location. Purpose of the Alsea currently unknown. Considering the two retired officers involved as well as their accomplices/hostages, it is speculated that some kind of diplomatic overture might be planned, against the decision of the Federation Council and Starfleet's explicit orders.
- Orders are now to find and launch any ship capable of intercepting the Alsea, force her to return or at least disable her before she reaches the intruder. Any force necessary to do so has been authorized, up to and including the destruction of the Alsea. As all current Starfleet QSD ships are engaged in the Delta quadrant, that basically leaves only the USS Horizon. because of the sheer size of it's transwarp engine, transfering it to another operational vessel, like the Alsea did with the experimental engine of the USS Lotus, is unfeasable. Building another hyperspeed method would take too long.
- Rear Admiral Kotari has logged a formal protest against the seek and destroy orders on the Alsea but Starfleet has yet to revise it's decision. All Lotus Fleet resources are currently devoted to make the Horizon spaceworthy again and send her after the Alsea under the command of Acting Captain Redding with Admiral Nova as mission commander and Starfleet's authority in the field. His orders are clear; stop the Alsea at any cost.
- Starfleet Command, alarmed by this whole incident, is now accelerating it's war preparations, fearing this is part of the preliminary actions of the upcoming invasion. Thorough diagnostics of all fleet personnel and assets are now slowing these to a crawl however. Fear of seeing other hostile powers seizing this opportunity to renew hostilties also weigh heavily on fleet attention, deployement and ressources.
- Dissention is building up among the allied worlds as Andoria and Vulcan are demanding explanations as to this sudden derailing from time-honored Federation core values. Romulan, Klingon and Dominion representatives are watching closely and sending detailed reports to their homeworlds despite a moratory from the Council on the current situation.
Note that a good part of this, our current heroes on the Alsea are unaware of!

Agreed. Having you coming in from the Lotus Fleet perspective would provide a great opportunity in story to convey elements of what Kheren superbly summarized/revealed.
You two can team up and create/convey all of this tension that is mounting on the starbase as teams struggle to get the Horizon space worthy and manned.
Then at some point the chase can commence.

So... where are we story-wise?
Will a new/separate thread be started for Redding/Gould to convey what is transpiring back on the Starbase and the Horizon?
How far are we (Alsea) from a rendezvous with our apparent adversaries? Who/what will we encounter as we approach?
Not trying to unravel all of the mysteries... just trying to figure out how to move forward from our current point.

All the above is for Redding/Gould's standpoint. As it stands for now, our characters can only speculate about those and not completely aware of most of it.
Currently however, our focus for us 5 is on the upcoming meeting of the intruder at the galaxy's edge (where I may be able to introduce something to actually involve Redding with us over there; stay tuned... although Redding and even Jureth might be guessing what I am hinting at here).
As soon as everyone tells me they are done with the sabotage subplot, we can proceed with planning the encounter and then with the encounter itself.
For you The Science Guy: there is the crossing of the galactic barrier to prepare for; then finding and meeting with what is alleged as a Kelvan uberwarship awaiting the approach of three doomsday machines coming from the Andromeda galaxy to spearhead an invasion of the Milky Way.
