Attached you will find a copy of one of the original STO downloaders. This should help eliminate the need for ARC or steam (by the way, as far as i am aware, STO still works with RAPTR too).
Simply download and unpack the RAR file (WinRAR, or similar free program needed).
Then run the file.
All should be good.
