Prime Discretion

An alarming sensor scan of a pre warp civilization has revealed evidence of a crashed Borg Scout ship. Furthur scans indicate that all 5 Borg survived the Crash and are still in contact with the collective.
Starfleet Command has decided to send a ship to investigate the threat and to leave the final decision to the ships Captain. But it is a grave decision. Remove the Borg and potentially contaminate a culture or leave them for a terrible slow death at the hands of the Borg.
The Borg
The Borg, whilst part of the collective still follow its directives. They will do all that is required to repair their ship, even if it means assimilating the entire planet just to do so. They have so far only partly assimilated a small town where they crashed. Their "local" drones do not have energy weapons as of yet and are cruder than the 5 Drones using only local weapons and borg adapted local armour. They are working to use these locals to gradually assimilate the nearby Capital City and its valuable mines and industry.
The Planet
The planet is not a paradise but nor is it a barren land. Its skies are clouded with early industrial power and many are the crude smelters and factories. Its gravity is slightly higher than Earth standard and as a result the people are very stocky and well built. Its people are generally friendly, hard working culture. Hard work is key to their culture and everyone regardless of sex works in all positions. The Culture is a Constitutional Monarchy, but even the King is involved day to day with the running of the civilization. The King is seen frequently amongst the mine workers, praising them and even getting his hands dirty on many occaisions.
Objectives
1)Locate the exact position of the Borg and examine their impact on the planet
2)Decide wether to intervene or not (This is entirely up to the Captain, but events should force his/her hand to intervene regardless of their decision)
3)Deal with the Borg Presence
4)Avoid contaminating the culture
